It seems that more customers then ever are not combining their orders prior to payment. Is this one of eBays little tricks to collect more FVF on shipping? It's sad that I have to view eBay in this light but lets face it, eBay is not looking out for our best interest.

Yes, I have a disclaimer that all orders must be combined prior to payment to get the free shipping on additional items.

I have a disclaimer, also that you must wait for a combined invoice to get discounted shipping, but many times they do not wait. I do refund a portion of their shipping, but they do not save as much as they would have if they had followed my instructions since I have to pay fees on everything and many are not refunded.

They could be going down the search list buying as they see fit,they dont want to detour and look into your shop/listing to see what else you have.
It is their way of doing things,did they ask for combined shipping or do they know they are buying multiple items from the same seller?
MAY BE THEY COULD NOT CARE LESS IF YOU OFFER FREE SHIPPING ON SECOND ITEM?
Since most Ebay sellers are inidvidual selling one of a kind items they found in garage sale,auction,attic ,dumpster,closet,just because you find one Hope Diamond does not mean he/she has more of the same in his shop.

Placement of this offer in your ad is critical as is how they can take advantage of the offer. Buyers quickly zone out if descriptions, TOS, shipping / payment instructions get to long. Some customers may be tied into PP autopay as soon as they buy something PP sends the money.
I would have to do a bit research to see if this deal actually increases sales. Ideally, for me that would be roughly 30% of customers buying a 2nd or more items.
