The very first night of the war, a $40 million unmanned Predator reconnaissance aircraft, flying near Kabul, pinpointed a convoy carrying Taliban leader Mullah Mohammed Omar as he fled the capital, according to a report in tomorrow's New Yorker.
Military intelligence officials were "crestfallen" when military legal officers prevented the CIA from ordering the firing of the Predator's two anti-tank missiles, Seymour Hersh wrote in the report.
Defense Secretary Donald Rumsfeld was "kicking a lot of glass and breaking doors," when he learned of Omar's near escape, said one military official quoted by Hersh.

I am sorry but this sounds very similar to Soviet Generals having a "political officer" at their elbow to tell them how to act.
Heaven forbid that they should do anything to win.
