I was just browsing the Web, and came across an article from a Florida newspaper dated way back in 1998:

Brevard tempting to terrorists?

Of particular interest was the following:

Most recently, a New York doctor was assassinated, and eight Midwest abortion clinics received letters containing a powder that the sender claimed was anthrax spores.

The powder in the envelopes was not the bacteria, but one day, the powder will be real, Bolin said.

Nothing new under the sun, I guess....

And here's one from sometime in 2000:

The Internet Journal of Rescue and Disaster Medicine

Several larger cities have had companies receiving hoax anthrax scares. A letter would be opened and a small amount of powder would get on the person opening it. The letter would say something like, "Congratulations, you have just been exposed to anthrax".

And yet ANOTHER one, also from 2000:

Lab tests show "anthrax' powder in letter is hoax

A letter mailed to a Cape Coral industrial park purporting to contain deadly anthrax bacteria proved to be a hoax, the FBI said Monday.

Cape Coral Industrial Park was evacuated, and 14 people were sent to a hospital after an employee opening mail Friday morning opened a letter containing a white powdery substance and a note saying it was anthrax.
