Here's some interesting statistics I found about California's changing population:

Between 1990 and 2010, California's Hispanic population will double, and the state's Asian population will grow by two-thirds.

By 2010:
More than half of California's population will be Hispanic, Asian, or Black.
More than two-thirds of school-age children will be Hispanic, Asian, or Black.
The population over age 50, however, will remain predominantly (non-Hispanic) White.

Here's the link where I found the report:

editing to try and fix the link it was from a cached copy of a google page...

http://www.lao.ca.gov/cf96b.html

It's the section entitled Hispanics and Asians Account for Most of State Population Growth.

Actually, I became a minority in California last year. It was in all the papers.

My data is old! Oh no!

I remember in the 1980's the prediction was that this event would occur by 2040, in the early 1990's the prediction was moved up to 2020, the report above shortened it to 2010. And it's already happened apparently based on your report Ken. Very interesting.

Apparently the population of San Francisco is "changing". It is being reported that the homeless are being "welcomed" to the extent that they are being allowed to relieve themselves by urinating and defecating on the sidewalks without fear of arrest. The civil rights advocacy faction is said to be in control of the city's law enforcement. Does anyone know anything about this?

stusi: here ya go:

http://www.prop1.org/legal/joyce1b.htm

The public urination/defecation falls under what the plaintiffs call "life sustaining activities."

We've got the same problem where I work now--just this week one of the librarians came upon a man in our parking lot "doing his business" and one of our monitors even stepped in human waste recently.

Must say, though that this is not just limited to the homeless. I lived for a few years in Baldwin Park & found the behavior rampant: at the local park people would be urinating/defecating in the bushes, even though the public toilets were a few yards away, and residents of my townhome development kept catching neighbors in the area taking a dump near our trash bins rather than take the time to go into their own houses/apartments to use the toilet.

One day as I was leaving to take my dog for a walk (a Neapolitan Mastiff named Emma), I watched a VW bug pull up to the curb. The driver got out & went into the walkway that allowed people to walk from my street to the main street on the other side to catch the bus. Being curious as to what he was doing, I walked over & looked into the walkway--just in time to see him open his fly and start peeing. I told him he has 3 seconds to get into his car & drive away before I set the dog on him. You have never seen anybody move so fast in your life...

On the long, empty stretches of highway in west Texas, it's not uncommon to see a car parked on the side of the road and a man standing behind his open door, relieving himself-there's just nowhere else to go. Often, not even a convenient bush! However, they are usually very discreet about it. I never realized that was what was happening until my husband told me. (very sheltered childhood).

In urban areas, however, this is simply not tolerated. We went to the large outlet mall south of us this summer, and a man was urinating in the parking lot, between cars. My 19 year old was so infuriated that he would do this where women could see him, that he started after the guy. As he is linebacker size, this would have been an uneven match! We did make him stay with us, but I'm proud that my son has that attitude about women and what is correct behavior.

Anyway, the point is that Texans are still a little old fashioned about things like this. I'm sure it goes on, people are just sneakier about when and where they do it!
