The way I read it the CIA and the FBI will both stay the same but the NEW Home Land Security Department will be -"the new department would be charged with gathering information from the two agencies related to homeland securiy synthesizing and analyzing it."
These two agencies will no more give their data to the new third agency than they did to each other. So if we get any real action at all we will have to pay for three seperate systems of collecting intelligence.

What a hell of a mess this is going to be.
"Although Mr. Bush's proposal received strong bipartisan support on Thursday, some Congressional opposition has started to emerge. Representative John Conyers Jr., Democrat of Michigan, criticized the proposal because it would move the nation's entire immigration apparatus into a security agency. Mr. Conyers also said it would do nothing to make the C.I.A. and F.B.I. cooperate.
"I am concerned that this is a damage control document that was more designed to divert the nation's focus from the problems at the C.I.A. and F.B.I. than intelligently reorganize our security bureaus," he said."

Let's be optimistic. Maybe this will save us money, not only by less personnel considered "needed" all arround, and help us not make stupid mistakes like that CIA plane (it turns out) taking out those Afghan scavengers.
But don't pay me no mind. I'm looking at the globe for spots south of the equator.
