Doesn't this statement by the Republicans defending Bush's personnel flexibily really sum up how all power and decisions should be in his hands.

"Republicans say a department dedicated to tracking a shadowy enemy and preventing terrorists attacks should not be shackled by burdensome rules"

Burdensome rules? Isn't our government supposed to be run by rules and regulations? Just throw in the word terrorist, and that should be enough to give Bush free reign in any part of the government he wants to "rule", even personnel.

Even if you think this is a small matter, just keep those words "burdensome rules" for future reference.
