This is exactly what Helen & Borillar have been talking about.
I just don't understand how a person can be any more prepared for danger than they already have been... teach the churches preparedness so they can pass it along amongst everyone. Huh?
Sounds like they want everyone to become a police-person because they can't figure out how to handle things themselves. Normal people will call the police if they see something wrong, so how can people be more prepared than that?

Trouble is they give no specific examples. They seem to feel everyone is bright enough to understand what is routine and what is alarming if it is not usual. - NOT.
They mumble in generalities. Let us hope that their training of agents is better than that!

They give no specifics because there aren't any. Maybe Bush is hoping the churches and its congregations know how to spot bad stuff/bad people/bad things better than non-church goers, or maybe he's trying to win votes. I mean, what Godly person wouldn't side with someone that's trying to rid the world of all evil?
