In awarding contracts for reconstruction, the CPA must give preference to Iraqi
businesses where possible, and ensure that Iraqis are employed where
appropriate. Reconstruction should be seen and used as a major engine for
addressing Iraq’s huge unemployment problem. Employment programmes should
target the most vulnerable sections of the population.
