From his speach tonight at the RNC:
"I choose George W. Bush because he is a leader we can depend on to make the tough decision: the right decision," Franks said. "I choose George W. Bush because his vision to take the fight to the terrorists is the best way to protect our country. "
If this was the case why Bush follow the same Clinton practices of trying to negotiate with the Taliban hoping they would help turn over Osama. This was the same failed tatic that Clinton had tried with the Taliban and the Saudis.
Perhaps if Bush tried a new strategy when got into office the 9/11 attacks could have been prevented.

And if clinton hadden't been preoccupied with his head up Monica's azz, he could have concentrated on issuing the orders to take Bin laden, rather than shoot a million dollar cruise missle to kill a camel in the middle of the desert.
Clinton wasted MORE opportunities to get bin Laden that Bush ever did in the 8 1/2 months he was in office before 9/11.
