Volunteers to guard critical infrastructures (hospitals, distribution points, firehouses, etc.) in times of emergency, thereby freeing up police and military professionals (National Guard, active, etc.) to do what they do best - regain and maintain law and order. It has been done before. The U.S. Marshal's Service has deputized thousands to break strikes, the New York Guard (not to be
confused with the New York Army National Guard) protected reservoirs from
saboteurs during WWI and provided security in NYC after 9/11, etc.
A Department of Homeland Security program might work. Volunteers would undergo background checks, initial training and annual recertification and could be mobilized to secure facilities when disasters occur. There's no reason police and military personnel should be relegated to guarding hospitals, buses, distribution points, precincts, etc., when they could be freed up to engage in search and rescue
operations and put an end to the lawlessness in the streets. They just need a little support. I bet there are many vets and others who would volunteer. It's not
much different than police auxiliary programs which exist in most major cities.
