Sure it still applies, in context. If you read the whole speech, Clinton was speaking directly to members of "patriot" militias who at the time were threatening direct civil disobedience against the government.

The meaning bear old man, can only be discerned by taking the quote in it's entire context. You quoted it out of context in a pretty lame attempt to put some other meaning of your own on it. Like I said before, President Clinton was speaking directly to and about so called patriot militias within the US. He was specifically not speaking to legitimate political dissenters, as much as you'd like to believe otherwise.

Helen's right bear. Go read the whole speech. You'll note that Clinton prefaced the remarks you've quoted with:
It is with this in mind that I would like to say something to the paramilitary groups and to others who believe the greatest threat to America comes not from terrorists from within our country or beyond our borders, but from our own government.
He was speaking directly to "patriot" militias, the ones who at the time of the speech had recently been found to be complicit in the OK. City bombing. The ones who buy their weapons at gun shows. I'm sure you know who I'm talking about. Not that you'd ever do business with such low life, nosiree.
