Does anyone know the mechanics of getting the discounts that are listed in the USPS Rate Sheet?? Such as Media mail has three rates listed beside each weight, Single Rate, 5-Digit and BMC.
Any Postal whiz kids out there???

The examples you've provided differentiate within a class of mail by the method or form the mail is delivered to the post office, and by where, and by how many. Large mailers such as TV Guide bring their stuff to the BMCs (bulk mail centers) palletized and presorted for delivery. Such rates don't normally apply to small mailers, but they could in whole or part. The amount of work done prior to delivery to PO facilities determines the rate applicable. Find and call a customer services representative.

Yeah, krs has it right. Depending on the volume you are sending out, just contact the Post Office and maybe you can work something out.
