Can you please clarify some areas for me that are not explicitly defined in the Terms of Use on the X.Com website?
1) Under what conditions will X.Com freeze a bank account that is used to accept electronic transfers from a linked PayPal account?
2) What procedures are in place to notify the owner of the frozen bank account the reasons for the freeze?
3) What procedures are in place to allow the owner of the frozen bank account to contest the action?
4) Is there a time limit on how long you will keep a bank account frozen?

To further CLARIFY, any account restricted in its entirety for "receipt of fraudulent funds" is a violation of the PayPal terms of service, specifically, "X.com reserves the right to hold funds beyond the normal distribution periods for transactions it deems suspicious to ensure integrity of the funds."

The keyword is *transaction*, not *account*.
Restricting accounts consitutes PayPal's breach of fiduciary responsibility with regard to accountholders access to monies rightfully belonging to them.

To clarify, the only account that we would restrict is a PayPal account. PayPal accounts can be
restricted for:

My account restricted from august and i have none of the above. PayPal never sent any documents or e-mail to
me with anything. If I didn't find out myself, I wouldn't know. They don't notify or answer your questions.
