This is for Paypaldamon or anyone else in the same boat. On Oct 5th I paid for a purchase via paypal with my visa to the tune of $173.17. Today (Oct.11th)I learn that Paypal put a additional hold on my visa for $180.00!! Cripes that original charge of $173.17 went through days ago. I am not a happy camper and cancelled my Paypal account. Never are they getting the chance to do this to me again!

angelwalker,
Are you saying they took the original $173.17, and now are taking an additional $180.00 and holding it.
What does that mean they are "holding it"?
Did you get a notice from Visa as to this?
Please clarify for this not to bright person...ya, ya, I know it must be the hair

Hi Packer,
The original charge of $173.17 already went through (this was a visa Debit card)this morning I find that Paypal has a additional hold on my Visa for $180.00. The original charge went through on oct 9th (or there abouts). Last night they placed the additional hold for $180.00. Since the Visa debt is through my bank I found out only by deciding to balance out my book today. Seems Paypal can and will hold additional funds on your bank account until "they" are sure that the original funds are there.
Egads, what a hair style

That is really scary. They can do this without notifying you?
Couldn't that lead to an unsuspecting "overdraft" on your part? Spending funds you thought you had?
I'd like to see PayPals answer to your situation.

Yes they can and did do it without any notification to me! It can lead to an overdraft unless you check your account on a regular basis.
I too would like to see an answer to this!

Hi,
It sounds like you used Pay with a bank account , which is a way of adding funds to your Paypal account via ACH transfer and having access to the money immediately by securing it against the credit card on the account.(A traditional add funds to the account from your bank account takes 3-5 business days).
This is a payment option and there is a drop down menu on the screen advising of which item you are using and how the service works.

Damon,
So can you tell me why that gives paypal the right to hold an additional $180.00 of my money??
I have used Paypal since the first week it was introduced. Using it for Auctions as a seller and a buyer and never had a additional hold of funds before, so why now??

I have seen this done at "pay at the pump" gas pumps. When you slide your card (atm/debit & charge), they place a hold of $50 - $100(typical). When you finish pumping, they charge the actual amount. But I do not know how long before they release the hold on the extra funds.
This is a problem with using a debit card to pay.

Hi,
The hold is placed on the credit card and it should take 7-30 days to clear as not a charge (provided the instant ach cleared without a rejection from the issuing bank). It may be easier for you to contact me at [email protected] so I can explain it in detail and verify that this was the feature used.

Damon,
7-30 days???? Ok 7 days I can understand, maybe. However the original $173.17 has already gone through as of the 9th. So up to 30 days?? Well, its a first and last time as I asked Paypal to cancel my account. As mentioned its never been done before by Paypal and its not going to happen again, period.
I appreciate your offering me to email you however its not necessary. Paypal won't have access to my account again.

Hi,
I don't know how you paid so I can't say for sure what happened or what kind of transaction you did. I have a feeling you may have used the pay with a bank account option that places a hold (but does not charge provided the ach goes through) on the equivalent to ensure the transaction.
I can't say for sure without the account information.

Damon, Correct it is a bank account. However I have paid with the same account before with no "hold" placed on additional funds.
Did Paypal implement this just recently? Had I known I would never have used Paypal for the transaction.

Hi,
There may have been some confusion as to what the feature does.
You can add funds from your bank account and this process takes 5-7 business days (because it can be rejected by the sending bank even after it has been approved after several days)
To allow for this payment type for our users and to give them instant access, we secure the amount they requested against the credit card. If the ACH does not fail, nothing is charged to the card and the hold is cleared by the credit card company. If the ach fails, we charge the card to cover the transaction.
It is just another payment option for when someone wants to do something fast, wants to use their bank account (but does not want to wait), and does not want the charge to appear on their credit card (outside of the hold).
If you want to add funds from the bank account in traditional methods, simply go to add funds.
Sorry for the delay in responding to this.

angelwalker;
I use a Texaco charge and on some of the printed slips it does show a $100 authorization & then the final charge. I read something at a financial site about the hold over atm/debit cards.
It would be like a reduction of your credit line such as when you make a hotel reservation. Or even the restaurant payment when they go back & add the tip that you have indicated.
The deduction or charge isn't done immediatly, just an authorization, reducing your credit line. Then later, the actual charge is made & SHOULD free up the extra credit held.

Damon, My contention is that this was never done before, why now???
Clevergirl, This is a first for me! Of course also the last. I wont use paypal for anything, not ever. I'll pay for my purchases with a check or MO thank you!!
Lucky for me my DH (darling Hubby on good days) works for the Bank where my acct is at. The Bank is fully aware of what is going on. Oh and Ebay cannot collect its fees right now cause guess what? That $180.00 "Hold" took all the funds I have left! If checks bounce Paypal can be held responsible for fees as my bank told me.

Angelwalker:
If you need to use the funds that PayPal has on hold, PayPal can call your credit card company and have the hold released at any time after they receive the funds from your bank account. Don't let them tell you that they can't do this. I have had it done with three different credit card companies fairly recently.
The hold is just to ensure that the company (PayPal in this case) is able to actually get the funds to cover the transaction. After the actual transaction is completed, PayPal has no more need for the hold.

Hi,
I think we are getting our wires crossed over one of our features and it is not helping because I can't view your transaction log. The money is held against the credit card until the ach clears in. There will be no charge against the card if the amount clears from the bank. The hold will be released.

Abingdon,
Thanks, this was a debit transaction not credit card and different rules apply rather than a credit card transaction. They have to remove the hold in 7 days since this was a cash transaction, credit cards are 30 days.

Damon,
I asked before will ask again, when did Paypal start doing this? As mentioned before I have paid for other Auction items with no hold being implemented. I see nothing on paypal that states that they can place a hold on funds. Where is this stated?

This may be the answer to the question "how do we get customers off PayPal?" Reading this makes my head ache. Plus, I have a buyer who tried to pay me on the 2nd [it's the 12th today] and was told he had to verify his account. I have no idea what has gone wrong, but it never went through and he finally emailed me yesterday to say the check is in the mail.
It used to be so easy. Now it's just a mess.

Could be the answer! Wow sounds like you too have had your fare share of problems. When customers ask why I don't accept Paypal (had a couple of closings last night and was asked)People fully understand when I tell them what is going on. I was going to accept it for one Auction, but revised it after this happening. Noticed a thread on all the on-line payment places and will check out the list further.

This practice is a standard in the hotel industry. When you check-in to a hotel, your credit card is pre-authorized for an amount sufficient to cover anticipated charges. The credit card processor adds an additional $200 to $400 to this amount. It places a "lien" (of sorts) on the funds available. When you check out... the "lien" is voided but it can take several days until the funds become available for your use. Electronic transfers are not "instant". Even though your bank account shows that the charge was processed... it is not a "done deal". There are several steps along the way where the process can be rejected. In the case of the hotels, the credit card transactions are not actually sent to the credit card company when they are posted. The transmittal usually takes place during the night shift when they "close" the business day. I would venture to say that 99% of the credit/debit card users are NOT aware of this practice.
Yes...I do know what I'm talking about. Three years as General Manager of a Hotel who has had to explain this more than once to an irate guest who tried to use their credit card 2 days after they checked out only to find that "we" still had a reserve on funds.

PayPal can (with a phone call), release the "hold" on the additional funds. I've done it several times. I know that you are upset over this and have every right to be, and... there is always the risk that something can bounce as long as that hold is on your available funds. That could cause the bank to charge additional fees and the downward spiral just keeps going...and going.
I would urge you to contact Damon by email and find out (1)How many days EXACTLY is the "hold" and, (2) WHO do you need to contact in order to get the "hold" removed. While PayPal has had (and continues to have) a lot of problems, I have found Damon to be very helpful in sorting it all out and resolving most problems. It's worth a shot!

HI angelwalker,
The feature is relatively new (several months old), but the difference is in how you paid with a bank account.
ACH money in-takes 5-7 business days before you can send the money.
Instant ACH-begins an ACH process for the party, but makes the money available immediately by securing it against the credit card to make sure the incoming ach is secured.
I think the wrong option may have been taken on the screen when making the payment.

PayPal has lot of new features for a past few months. All of them just about the same: How to hold people
money or remove they money from accounts, restrict accounts here and there. There one feature they never
implemented - its customer service, which will reply and explain they customers regarding the problems
whatever the reason and what could be done to fix it. There is no explanation, why all of this they keep as big
secret, make people frustrated. You cannot find PayPalDamon on the PayPal site or respond from him, when
people send they request to [email protected] Its absolute silence there. Nobody ever get respond on the
problem from [email protected]. So why Instead to put a Message: If your account has been restricted or
you have any other problems,
Check other Web sites and if you find someone
by the name PayPalDamon, take the number and
pray. He may reply one day on your problem.
That's why I always say: All this PayPal
activity lately looks like a Big Internet Fraud. They just start check how it works, how people will react, when
they grab they money.
So one day, when we wake up, it will be to late. PayPal.com like another COMs will disappear with your
money. No Federal regulations - they will do what they want.
Leo.
