The TOS regarding the Buyer Protection Guarantee states:
Buyer Protection Guarantee. Purchases from Sellers who are Verified Users will be guaranteed against fraud up to $5,000 per Buyer per year if the Seller fails to ship the paid-for goods. This policy does not apply to disputes about the quality or attributes of delivered goods or to goods lost in the mail.
Now, if I buy a used, working widget, and the seller ships a used, non-working widget, then I am screwed, right?? After all, the seller shipped a used widget. Who is to say when it stopped working?
What would happen if the buyer were to substitute for the widget: rocks, marbles, excrement, etc.? And let us assume that he has proof that he shipped a package and it was delivered to me. All he has to say is that he indeed shipped a widget, and I must have substituted the rocks, marbles, or excrement. Again, I am screwed, right?

I guess they could always come to your house and open the package and test the merchandise for you other than that the seller is the one that gets the shaft and has is "entire" account frozen. There is much more buyer fraud then seller. Please don't take that the wrong way I am accusing you of nothing but any buyer protection can only go so far.

If you buy a diamond ring, and seller sends you an old shoe, you're not protected by PayPal....
..but you are by your credit card company.
Just make sure that you pay PayPal by credit card.
