It looks like anyone could wreak havoc by simply sending a series of one-cent "transactions" to a business/premier PayPal accountholder.

As an example, sending 100 one-cent payments would cost the sender one dollar. The recipient of that one dollar would incur $25.00 in fees.

And that, folks, is called an *upgrade*!.

Great observation! I wonder if we know anyone at PP who would like a dollar that way. Then, and only then, would some fee rules get bent. That would just make us even. All of us are already bent. LOL

If a seller makes you mad, you can neg 'em AND cause 'em to pay some outrageous fees...

You know, I have a sneaking suspicion that the reason there are no fee refunds *available at this time* is the same reason PayPal doesn't have the functionality of restricting JUST those funds in question (rather than whole accounts) -- an inept programming and development department. Or, perhaps more fairly and accurately, management that wants what it wants when it wants it and damn the niggling little details -- like including basic, common sense functionality to prevent their policies and procedures from unreasonably negatively impacting its customers.

Oh well.

Despite PayPal's continuing violation of its own terms of service by restricting entire accounts rather than specific individual transactions, this company is either unable or unwilling to add basic functions to the online payment system. Rather than simply marking payments as "completed", they could all be marked "pending" so that the recipient could choose to either accept or decline payments.

I think that PayPal's Engineering department is probably on vacation. I'm sure that just as soon as he returns he'll get right on these projects. Poor guy...
