I would like to be able to charge different amounts for U.S. vs. International handling fees WITHOUT having to go in & edit each listing.
International 1st Class requires standing in line at the post office (for customs forms) as well as Priority with insurance.
Is there a linp I'm missing maybe on the shipping page where I can charge the differnet amounts?
You may set this up as a global default for your future new listings by going to "My Account" --> "Global Preferences" --> scroll down to the "Calculated Shipping Options" section. In this section there is both a "US Shipping Markup" and "International Shipping Markup" field, where you can specify separate handling fees for each.

Hi Again Nathan,
With the new eBay rules going into effect 10/20 on NO more cash, money orders or checks, what happens to the listings I launch on Sunday, 10/19 that don't end till 10/26? Do I need to delete these accepted payment options now?
