I am using Sales Manager Pro and cannot seem to find anywhere to select that I accept "best offers"...can you help?...thanks

The Best Offer option can be found within the "ebay Site Information" tab when creating a listing. It is neccesary to have all required fields filled before the Best Offer option will present itself as active:
