The Paypal system is treating all payments as full credit card payments and charging 2.2% + $0.30 even if they come out of Paypal funds. Check your accounts and complain. I just received $2000 from Paypal funds and I was charged $44.30 instead of the $5.00 they were suppose to charge me. What a freaking mess. I hope they fix this bug soon.
Please email Paypal and let them know before this gets out of hand

Nope - check the Policy Changes - all types of payments are now subject to the 2.2% plus 30 cents if over $15, regardless of the source of the funds. This went into effect 4/19 I believe.
I don't recall if the $5 maximum was supposed to stay in effect or not
