I guess PayPal doesn't lock the account anymore. I just received notification of a payment that was made possibly using fraudulent funds and the email said I would still have full access to my account.
I went into my account and the amount in question is showing as a negative amount. It would appear that other than that, I can access my money if I want to.

Thanks, Damon! From the way people still keep talking about restricted accounts, I thought it was still the norm.
BTW, I think I'm pretty lucky. I've shipped out over 700 packages in the last year and this is my first fraudulent use of a card. And over such a relatively small amount, too. Oh well.
Reminds me of the time I was leaving WalMart and one of the employees took off running after a guy who was in the process of leaving with a vacuum cleaner that he'd neglected to pay for.
Please bear in mind that only side of an issue is mentioned when an account restriction happens (and people rarely come back to explain why an account is restricted).
They are rare and require a pretty clear violation of our terms of use or there may be some fraud reasons behind doing so. The probability of a customer having their account restricted is pretty small (specifically over one transaction).
I find your statement inconsistent with my situation!!!
I am now approaching the THREE MONTH anniversary of PayPal restricting my account and all I have received are promises from you and one customer service person that they would look into my situation. I have received absolutely no response from you or anyone and my money is still being held. No one has told me why, no one has told me how to find out more intormation and no one will let me talk to anyone or give me a phone number to call.
