My account was just placed on restricted status again. This happened the day after my previous restriction was lifted after two months of faxing and re-faxing required documents. I had to send multiple faxes because they kept losing my faxes.
Two questions:
1. Why was my account placed on restricted status? Though I have linked bank accounts and credit cards, I have never actually sent or recieved money. I only have been reading through the website.
One theory is that I live and work in China, and perhaps that accessing the acccount from china "flags" my accouunt.
2. How can I avoid another two months of restricted status? Previously, I faxed and faxed and faxed...until finally they restored my account.

Thanks Damon! Problem solved. I am an american citizen living and working in China and accessing paypal from China. PayPal's fraud detection system flaggs any activity from a China IP address in a similar way that my credit card companies put a hold on my credit cards when I first moved to china and began using them here.
