I paid someone via Payapl for an auction about a month ago. They never sent the item and they also showed up as NARU on ebay.
They are also completely unresponsive to all emails I've sent.
How do I go about cancelling the Paypal payment?

Please file a Buyer Complaint form out on the web site (before 30 days expires). I would also invite you to read the terms of use for the Consumer Protection Programs.
