If you click on help and then the link called "Contact Us" it takes you to a page that has this number (888) 221-1161 (with Premier/Business accounts.) They don't list a number on Personal accounts.

Although PaypalDamon does a good job of responding to questions in the forum or by e-mail, you might also try calling the number listed in their Internic registration....

If you only have a personal account with paypal, they will NOT help you on their toll free telephone number. They will give you the toll number to call.
