PayPal is making it incredibly hard for our business to continue to operate. They have my funds tied up in 4 different complaints. Three of the four complaints I have filed against fraudulent sellers that have not delivered and have no proof of delivery because they clearly didn't send antyhing. PayPal has had over 3 weeks to solve this case. They say it takes up to 35 days but I noticed that these kinds of things always take PayPal 35 days or more to handle. I believe it is because they like to hold on to my money during these long processes and collect the interest on the money. I noticed also that while they are holding on to my money in a pending state, they don't pay me the due interest I would have made on the money had it been in my account the entire time their process took to conclude. I also have customers that are waiting for this merchandise which I never received so I refunded my customers because it was the right thing to do. Now I am out over 2000 dollars. Then, a customer of mine charges back a purchase on his credit card for 669.99 dollars and puts my account in the negative over 600 dollars. PayPal needs to be more speedy in resolving these customer complaints. They have all the excuses in the world but they do not take action in an appropriate time table. I own a small business and I have orders to fill from other customers but since PayPal has all my money tied up, I cannot re-order any new merchandise and cannot run my business in a professional and efficient manner. I am really concerned that this will affect the livlihood of my business and my family. I am considering contacting an attorney. If anyone has any helpful information on how to spoeed these processes up, please let me know.

Thank you,
Matt Lambert

Hi,

My apologies for all of the issues you are having with claims against sellers.

The Buyer Complaint Process does take 30 days (from the date the complaint was filed) to be resolved. We do have to give the seller a chance to respond to your claim, as well as doing other investigative work to determine if the party is fraudulent. The timeframe is discussed in our terms of use (found at the bottom of this post).

The pending reversal stage only alerts us to a claim made against an account. It does not mean that there is money in the seller's account for recovery, hence there would be no issues of interest. The reversals simply alert us to the claims you are making.

Why did the customer file a chargeback?

It sounds like you are in a circle---buying merchandise that you sell again, but the sellers didn't come through on sending the merchandise that you sell again (I could be wrong, but that is how I read the post).

Buyer Complaint Policy

General. If you pay a seller who does not ship the promised goods, you should first contact the seller and attempt to resolve the dispute. If you are unable to resolve the dispute in this manner, you should then file a Buyer Complaint Form with PayPal as soon as possible. The Buyer Complaint Form may be found by going to the "Security Center" link in the footer of any page on the PayPal Web site.

PayPal will investigate your claim, contact the seller and, if the seller does not present appropriate proof of shipment, a full refund or other evidence of a satisfactory resolution, PayPal will seek to collect the amount you paid from the seller. PayPal may also restrict the seller's PayPal account. You and other buyers who file claims against the same seller will be entitled to the return of any and all funds PayPal is able to collect from the seller, on a first-come, first-served basis for funds received by PayPal prior to the restriction of the seller's account. RECOVERY OF YOUR CLAIM IS NOT GUARANTEED.

Complaints must be filed no later than 30 days from the date of payment. PayPal will seek to resolve the complaint within 30 days of the date the complaint is filed, though such time frame may be extended, if appropriate, to accommodate the investigation.

How can you say that interest is not an issue. Nice side step but I am not fooled. When you take 800 dollars out of my account because a customer complains about merchandise not as described or something and then 35 days later find favor with me and restore my account balance without ever paying me the due interest on my money I had no access to which is criminal and wrong. PayPal does not care about it's customers, only the bottom line. This is why they take so long during these processes. I need my money back to run my business efficiently. I don't care what PayPal's term of service agreement says. This is an injustice. I think you should help me out with this Damon and speed up this process. I know that you are capable of doing so.

GoodStuffDepot,

Since you might need to contact an attorney, the thread below is looking for individuals that have the same issues as you are having now. Other individuals are looking into the prospects of a class action lawsuit.

Hi goodstuffdepot,

I am bound by the terms of use as much as the users are. I can't make exceptions to existing policies, as I would have to do it in all cases if I did.
