Hi. I am hearing horror stories about chargebacks. I know you have to have proof of shipping (or is it delivery?) to satisfy Paypal. I am a premier, verified member. If I follow all of the rules, with the exception of purchasing a confirmation slip from the post office, since I use the book of PS Form 3877's, will this work? The Post Office book is called "FIRM MAILING BOOK FOR ACCOUNTABLE MAIL". On the form I list the auction number, who it was sent to, the zip code, and rates. It is then date stamped by the postoffice, and the postal worker counts the packages, verifies them on the form and signs it. My question is, will Paypal consider this proof of shipping to insure against chargebacks?

NOPE!

Try the FREE DC from the USPS web-site -- plus ya get to print out a neato label...FREE!

Or do as I do and use free DC (or 0.12 DC for Media Mail) from ENDICIA.

Here is the complete information on the Seller Protection Program---



Seller Protection Policy


General. PayPal agrees to indemnify sellers of physical goods from chargeback liability resulting from a buyer's unauthorized use of a credit card and/or false claims of non-shipment of goods. This protection applies to up to $5,000 per year of payments received by the seller through PayPal if the following conditions are met:


The seller has a Verified Business or Verified Premier Account (U.S.). Note: While International sellers may have a status of International - Verified, they do not qualify for and are not protected by the Seller Protection Policy and therefore may be responsible for any reversals made due to fraudulent funds.


The seller ships to the buyer's Confirmed Address.


The seller can provide reasonable proof-of-shipment which can be tracked online. This documentation must show that you shipped to the Confirmed Address. (Most U.S. carrier companies offer this service, including the U.S. Postal Service.) Because comparable proof-of-shipment is not currently available for electronically-delivered items, we are currently unable to offer Seller Protection for digital goods and other electronically-delivered items.


The seller accepted a single payment from only one PayPal account for the purchase. (Multiple payments from different accounts for a single item are a fraud indicator. Sellers should not accept such payments.)


The seller ships to a domestic (U.S.) buyer at a U.S. address.


The seller cooperates in resolving disputes by responding in the following time periods: When a complaint occurs, the seller must provide complete information within 7 days of a request from PayPal. However, if PayPal is required by the credit card association to respond immediately to resolve a chargeback, sellers must provide the information within 3 days. PayPal will indicate the response time required in the e-mail message sent to the seller.

Nope, you got to jump through paypals hoops or no dice.

Just another reason I wont take PayPal. Even these offer very little real protection. If you really want to protect your self from chargebacks, don't take PayPal.

You all have been wonderfully helpful. I really appreciate it. However, I am not allowed to use delivery confirmation with 1st. class postage. I sell photos, they are mailed in a large manilla envelope that weighs four to five ozs so they don't qualify as parcel post. If I mail priority mail, it will cost my buyers an additional $2.00 per item which would be outrageous. Apparently, I must just hope that I never get a chargeback.

Chargebacks are not really a problem in your line of business, at least if I understand correctly.

If the buyer complains of non-receipt, after an appropriate time, you can send another one. That happens very rarely.

The trackability issue becomes relevant for sellers who either cannot just send another one, or for which that would be very expensive. In such cases, the added expense of premium shipping is well justified.

Roofguy - I know where you are coming from but actually some of my photos are fairly rare and extremely hard or impossible to come by. I have come across many one of a kinds that are no longer available. (Celebrity photos). In that case, the buyers are knowledgable and I will receive over $100.00 for them. I agree with you that chances are I will never be bothered with Chargebacks. My photos will run from $50.00 on up though, and it WOULD be a real bother to get chargebacks. You know, I believe what I WILL do to ease my mind though, is if a photo goes for over $50.00, I WILL send it priority, get the confirmation slip and just quit worrying. It is so refreshing to get so many ideas from fellow sellers, I sometimes tend to get tunnel vision.
