I am posting the actual contents of the email I received from Paypal. Please note, that I am PayPal verified PREMIER member with NO Buyer or Seller dispute of any kind.

Dear XXXXXXXXXXXXX,

PayPal is constantly working to increase security for all of our users. To ensure the integrity of our payment network, we conduct frequent checks on our system.

Your account has been placed on a restricted status, pending further review. Restricted accounts are limited in their ability to send or withdraw funds.

If you have questions concerning this restriction, please contact us using the link below:

https://www.paypal.com/wf/f=ra_default


Thank you for your prompt attention to this matter.

When I clicked on the above mentioned link, it asked me to fax in 3 documents to verify my identity. Fair enough. I faxed the three required documents (A copy of Driver's license, copy of current Credit Card statement, and a copy of utitlty bill).

After two days, I received the following letter. Please read the "reason for denial" very carefully.

Dear Mr. XXX,

This email confirms that we have reviewed your faxed documentation.
Your appeal is denied at this time for the following reason:

- Your account shares information with another PayPal account,that currently has a negative balance of $500.00.

The balance on this account will need to be brought current before we can consider lifting the restriction on your account. To resolve this outstanding balance and avoid further action, please send a check or
money order in the amount of $500.00, to the following address:

PayPal-Charge Off
PO Box 45950
Omaha, NE 68145

If you have any further questions, please feel free to contact us
again.

PayPal Account Review Department

Despite all the documentation and appeals, PayPal account review department is on-purpose linking my account with my roomate's account, who is fighting his own battle with Paypal in a Buyer's protection scheme.

Paypal, sooner or latter I will Pay-U-Back for stealing my money.

The first thing that came to my head when I read your post was: "Unbelievable!"... but then I thought again, and it's really not all that unbelievable. It's just another unfortunate example of how this company has decided to run it's business, and run off it's (previously) loyal customers. Every day on this message board alone, there are a few new examples of what a joke of an operation PayPal is. The thing is, when they're digging in our pockets at will, it's not funny!

Somebody needs to put this company out of our misery!

Stopwhining, does that matter? Just because I let someone use my PC doesn't mean I should be liable for their negative balance. For all PayPal knows it could be a public PC! While it may have been a red flag to temporarily restrict the account for 24-48 hours to see what's up it is certainly not a reason to wait this long to unrestrict an account.

paypal may have software in place to link accounts which are related.
many paypal users have multiple email addresses,and multiple user ids on ebay.
but most of these users have just one pc they use to surf cyberspace,and may have just one internet service provider to access their paypal accounts.
true some have more,like some folks have more than one pc ,and they could have more than one internet service providers,say one at work and one at home.
ebay has software to link different ebay accounts,thats how they catch the folks who were suspended and tried to open new accounts with different id??
as for public pc at kinko,coffee shops,compusa,bestbuy ,public library etc,there will be so many people logging on and off,it would be obvious these are public pcs???
there may be more they are not telling us,may be they have direct pipeline to our internet service providers to get more data??

Andrew,

Did you read and understand this part of the original post? The response from PayPal after getting the fax of the drivers license, credit card statement, and utility bill (proof of address.)

This email confirms that we have reviewed your faxed documentation. Your appeal is denied at this time for the following reason:

- Your account shares information with another PayPal account,that currently has a negative balance of $500.00.

That should indicate it isn't about someone using the same computer to access an account. It's about an account that shares information with another PayPal account.

When I asked Paypal, what do they mean by "shares information" the declined to explain it. Basically, I am guilty of having a Paypal account under the same telephone number as my roomate does. So it is "guilty by association". I have already initiated the process to get my money back, so I'd rather not comment on a public forum that could have negative implications on my case. But trust me, PayPal is not worth trusting. They have enormus power to restrict your account under the loosely defined "terms of service". Take time to read it now, before you too get robbed off your money.

wow,wonder what information do the two paypal accounts share?bank account??
wonder if they go beyond their own data and ask ebay and internet service provider for more data??
do both paypal members pay ebay bills from one source??
do they pay their internet service provider with one credit card ??
does the landlord say only 1 person signed the lease??
do they share the same ss number??
work for the same employer and shares one paycheck?
nothing is safe anymore??

wow if paypal link 2 accounts due to telephone numbers only that is insane another reason why to stay away they do what they want when they want and nothing you can do. i just hope the day they go bankrupt alot of people dont lose their cash

It looks like in this case it is the telephone number that links accounts. This is very stupid of PayPal, because I'm sure there are a lot of college students who use PayPal and possibly have a roomate who does as well, and in that case you would be liable for your roomate's actions and vice versa.

if paypal decision is based on telephone number ,then one can conclude there may just be one pc involved .
if there is one pc,then one may conclude ther is just one player.
and that player has multiple paypal ids.
but even in an affluent society like ours,family members can share one pc and one phone line.
there must be more ??

I believe what they may mean by 'shares a phone number' could be the IP address, which is obtained by their computers from your connection (weather it be dial-up, cable, etc). This is assuming skhwaja and roommate share the computer. I know websites such as Yahoo! do keep this information in their records. I'm sure paypal does the same.

THEN use an aol account with dynamic ip i hate aol but love this feature stops silly stuff like this happening with stupid companies like paypal
