I have a personal account and I'm thinking of adding a premier account.

Could the 2 accounts interact with each other? Could I transfer money from the premier account to the personal account or would this be against paypal policy?

I'm not paydamon of course. You could do it. I have in the past before my account was restricted. You can even add someone else's credit card and have their address confirmed as your own. I don't know if that is against Paypal's policy because one of their customer service reps told me I could do that if I needed to have a different address listed as confirmed when making a purchase with the debit card to be sent somewhere other than my home address. I would advise against ever doing anything like that, it would probably invalidate the Paypal insurance or even worse end up getting your account restricted, which I've read that Paypal can then hold your money up to three years (paydamon).
