To be clearer - that statement was made by the first President Bush. And taken in context it's easy to understand why he wouldn't apologize for what he felt was an accident.

Bunni - come on, they were just arabs, they all hated us and wanted to take over our countr anyway it was simply a premptive meaure.

Apologies show weakness period. We should never apologize, but seeing how the pressure to be PC is coming to play, he had to do it...
