Hi paypaldamon,
Although I got credited $550.63US by my CC company, I still lost $349.37US (I paid $900US to that seller, $550.63US from my CC and $349.37US from my Paypal account), this is the reason why I filed the insurance claim.

Can you tell me why "This transaction has been reversed" and "Reversed payment" show up in my account transaction page after my CC company did a chargeback?

I have no idea about this seller. If Paypal has a good legal team and has all the seller's contact informations, it is not difficult to trace that guy. Why I can't get my money back? It is because Paypal just care about their profit, not customers.

There are numerous articles about our anti-fraud efforts, as well as how we work with law enforcement to capture people that are engaging in internet fraud.
Users do need to use some discretion when sending payment through any medium, which means the buyer needs to do some research to prevent issues from happening.
PayPal is a payment service, which means we can't validate the listings of items for sale at other sites.
A user, if defrauded, and they want to pursue the seller further, do need to take additional steps to go after the party. PayPal will comply with all legal requests for information on the party in question.

You sure as hell didn't work with law enforcement to capture the fraudulent person that took my money. PayPal could care less. They know for a fact that one of their members scammed about 11 people and will not do anything about it.

WOW that TRUELY is amazing that if someone defrauds you via paypal you have to take action. How can you take action if PayPal don't even help by the time all the information is released (which I doubt ever would be) the defrauder will be long gone. Makes me wonder if I were ever in need of money which I am most certainly not I know where to get it from!!!!!!!!!!!!
I appreciate Paypal only helps get the cash from A to B(just like other services) via either bank account, cc or funds in your account but I cannot beleive they do not FLUSH out these fraudsters.
Therefore I would presume that if no action is taken there is nothing to stop this person defrauding more people in the distance future. TOTALLY INSANE.

The way PayPal puts it, if they had possession of a bloody glove then the dead person would have to file for a subpoena for them to release it even though they know a crime has been committed.
