Since paypal has put into place a new verification process it is harder for anyone to be scammed.
If we get scammed it's our own fault! Why you may ask..... Well I'll tell you.....
If as sellers and buyers we don't sell or buy from folks that aren't verified than we won't be scammed.
I no longer buy from sellers that are not verified thru at least one of these services, i.e. paypal, xcom, and/or billpoint. If a seller will only accept checks of money orders I won't bid.
I write the seller before I bid if it doesn't state it in their ads if they accept any of these services. If they do I go check and see if they are verified. I had a power seller who had several items I would have liked to bid on so I wrote him and told him and he responded I was the 5th person in 2 weeks make the same comments. He went and got verified at paypal. I had another business in Hawaii that was not verified and the seller was rude and told me his 86 feedback should be good enough for me and I told him it wasn't and that I was not sending him a check or money order and if he wanted to neg me for it I could care less. He conceded and is now verified. A couple weeks later he sent me an email and apologized and thanked me for enlightening him seems he is getting about a 35% increase in business with folks wanting to use paypal.
So before you bid check and see if sellers are verified and make sure you are too than no one will lose out.

I do not use PayPal - for several reasons:
1. all of the questionable problems relating to business accounts being accessed by too many other groups.
2. I already have credit card service with my own business so do not need more overhead.
3. glitches and bugs to still be worked out with that system
4.time and energy constraints of one more sytem to be worked with as well as existing ones I am using.How many steps can anyone person deal with in one day! LOL!
You get the idea basically...
Your logic is seriously flawed -- many people have many legitmate reasons for not using all credit options out there -- such as Discover and American Express charge back the seller higher rates than MC or VISA -- using one company and not another does make any one guilty of fraud -- it means only they are not interested in keeping track of twentyfive different payment options and service providers, etc. Granted there are many fraudulent people dealing -- but there are also many honest ones -- be realsitic enough to not lump us all together or you will be sure to be scammed at some point! Protect yourself a little better than that!

Just because a person isn't verified with PayPal doesn't mean they're going to scam you.
I'm a small-scale seller. I sell stuff of my own that I no longer want or don't use anymore. In order to be verified, I'd have to be willing to give PayPal my personal bank account number. This is information that I do not give out as a matter of course. I'm certainly not going to give it to PayPal.
My lack of "verified" status doesn't make me any more or less likely to scam someone than someone with it.

But your unverified status means that a buyer has no protection. And if YOU are paid with a paypal account that was "stolen," YOU have no protection.
An uninsured driver doesnt necessarilly get into more accidents than an insured driver. But I sure hope that if there is an accident, the other guy is insured.

Maybe so, but until they come up with a means of verifying members that does not include giving them my personal bank account info, I'll remain unverified.
As my items rarely sell for more than $10, it's a risk I'm willing to take.

I don't use Pay Pal, or any other sevice because it's just another complication, and I have learned that no matter how much businesses say they keep your private information secure, it always seems to leak out, and then the soliciting begins.
Before I send money to a seller I will ask some questions about them, and I usually get answers that make me comfortable with the seller, but occasionally I get a bad feeling about the seller. If that happens I just tell them how I feel. A reliable seller will quickly provide some references. I have not been cheated yet.

I have been selling old and rare books by mail for 20 years. I have only been on ebay for about a year, so am no expert.
Now I am getting rid of 20 years of ephermera, maps, old paper that I've accumulated here and there. I don't accept credit cards or paypal for one simple reason.
I actually still enjoy getting checks & money orders in the U.S. Mail. A simple pleasure to be sure.
I also don't pay by credit card, most always a money order or checks to those who know me.
I gladly furnish references to anyone who asks. I built a customer base of University Libraries, Archives,& nationally prominent dealers and collectors by doing business this old fashioned way.
If someone doesn't want to do business with me because I am not "verified", who needs them. My customer base and business reputation are extremely valuable. My privacy is also important. I sure don't see any need to provide bank account numbers to the paypals of the world.

Paypal user are like missionaries--all they do is preach the company line and tell you how great it is. I for one do not and will not accept Paypal. I will not succunb to the pressure (and it is great). I sell an average of 40 items a day as a professional dealer. Most of my items are under $10.00 and the fee that Paypal charges to dealers is unacceptable.
My feedback is over 3,000, nobody will force you to bid on my auctions. My policy is checks, money orders and Bidbay.com (they charge the customer $5.00). You will surprised how many people are willing to pay Bidpay $5.00 for the convenience of using their credit card. I do not have to send out any special notifications, and Bidpay will send me a money order. I do not have to give out any banking info. This is definitely the way to go, especially for overseas buyers (it is cheaper for them then an international money order)....Paypal and Billpoint are rip-offs.
Long live Bidpay.....

It is currently VERY easy to create a paypal account in a phony name. Sombody used my wife's credit card on paypal and credited themselves the money and paypal has been slower than a snail in cooperating and responding.

I have just finished up reading all this talk about PayPal....and you have managed to scare the daylights out of me! I am a small seller, cleaning house, but I am signed up with PayPal. I did it mainly to pay for items I purchased, but I am accepting payments now also. I am also "Unverified" as my husband wouldn't let me give them our checking account number. Now, it sounds like that is smart. But then someone else says it is unsafe not to be verified and no one will buy from me. If I drop PayPal no one will trust me, therefore, not buy from me. Is the solution to get out of E-Bay as fast as I can???? And I have been having so much fun!

Since my bank account/routing numbers are printed on all my checks I didn't feel that I was divulging any secrets or compromising my privacy by giving this info to PayPal so I could be verified.
I feel safer sending/receiving $ with PayPal. Better than sending my own credit card # & more convenient than checks or MOs!

If you do some serious reading of the people contributing information, there are people talking legal action towards PayPal. That type of feeling does not come unless there have been problems with PayPal, because the concept of PayPal is great for auction buyers and sellers.
People are warning not to give them your account numbers. Sign papers at your bank to keep them from accessing your account as they can put a freeze on it. THAT is why my husband wouldn't let me give out our account number and I remain unverified. It is giving PayPal power to access our account...and there goes our house payment!! My little sales and purchases are not worth the risk it appears there may be. If we don't take the information seriously, we certainly can't be on here later complaining about what they have done to our accounts, right?
I also know from experience, PayPal does not respond to E-Mails!!!

wailua: Yes, the account information on a check doesnt allow anyone access to your bank account. However once you allow Paypal to make a deposit into your account, you also allow them to make withdrawals. Paypal has reversed deposits made even months before. So anytime you accept a paypal deposit, you will have 4 or 5 months of worrying if it will be taken back. As a seller, that doesnt make me feel vey secure. I was thinking of putting in my auctions "If you pay via a credit card charge through Paypal, I will hold your payment for 5 months before shipping, since Paypal has been known to take payments back 5 months later."

notjustbooks----AMEN!! You said it best!!! Pay Pal is a relatively new company who has made continual policy changes. We do not know Pay Pal and yet customers want to question our integrity(my rating is over 700 on Ebay and 100 something with Yahoo) using convential payment methods , and will trust them instead. DUH!! Pay Pal makes a gazillion dollars more than I do, oh but they are good guys, and poor little honest seller at my kichen table is out to cheat my customers out of that $10.00 purchase. Yeah right.

Considering that paypal has LOST millions so far, if they are making more than you, you must have lost billions. The only one who made money was their former CEO. Don't confuse him with Paypal. That is the mistake he made, thinking that he owned the company and could make it do whatever he wanted.

I'm one of the PayPal victim. My money frozen over three month.
I never received any document or any explanation from PayPal. All my
complaints was ignored. Finally Damon from PayPal asked to contact him
with information and I did. Than I contacted him again and he ask to refresh
his memory and I did. Nothing happen, so I contact Damon again and offer
to file complaint against PayPal together because they didn't respond.
From that time Damon disappear, I sent few more e-mails to him with
one question: " what happen?", but Damon stop reply to my e-mail.
Anybody know what happen to Damon? Maybe they fired him or he
quit. I understand, very stressful job.
So this is my conclusion: Close your accounts with PayPal ASAP
before they grab your money and do your business old fashion way.
Money Order is the best way. It takes few days extra but you will
receive your money and will send your merchandise. With PayPal
you would see your money is there, but you cannot get them.
Your Account restricted and you cannot brake that wall. PayPal
silent no word from them, like you are not exist.

One solution I have seen to the Paypal Fears about giving out a bank account number is to establish a free checking account at some banking institution (either in your hometown or over the internet), and use that exclusiving for Paypal transactions.
One party i read set up an account as an ATM access only account, so he/she transfers funds from Paypal to the checking account, and pulls it out using the ATM and has their money, and their regular accounts are protected.
This is an option you might consider should you have those concerns.

Thanks for all the great info, I am withdrawing all of my funds from Paypal, signing papers at my bank to not let them withdraw funds and dumping them before I get burned. I think I'll take my business to a merchant acct from my bank to accept payments from sellers.

I am amazed at all i have heard about Paypal. I have been using them since about january, no problems to mention. However, I was quite annoyed when they changed their policy to letting you accept 500.00 and then they want to charge you. Then they start this "verification" thing. I remain unverified, and i don't care who won't deal with me because of that. Paypal is not out to protect any buyers...give me a break, they are out to protect themselves. I would love to hear how Paypal helped some unfortunate buyer. I am sure there is some protection for them but very little i am guessing, and not only that it would probably take a buyer 6 months to get an answer from them. I think the best protection is to check feedback. Don't buy large items from someone with questionable feedback or low feedback, it is that simple. If a seller has feedback of 100 and no negative, I would think it would be safe to say they are a pretty safe bet.
Paypal is the one not to be trusted. They are the one's who say one thing and do another. As I said before, no problems here so far but I am leary. There should never be a charge-back to a seller as far as I am concerned for stolen credit cards, credit cards are guaranteed money. People who have their cards stolen are protected by the credit card company and don't have to pay those charges...so why would a seller have to refund money when they committed no fraud, and the credit card owner doesn't have to pay. This is a cost of business to credit card companies...what does paypal do with the money? Do they refund it to the credit card company? I don't know but I seriously doubt it. They certainly don't send it back to the defrauding account holder.
at any rate, all i have learned about paypal tonight has got me very upset. I cannot rely on guaranteed funds anymore. Why would I allow them to go into my bank account and take out money that I earned. (probably with no notice either). That is saying you have done something wrong and you are going to pay for it...not the american way. We have a crazy little thing called the constitution in the united states. Taking earnings that you are counting on to pay your bills and then possibly allowing you to "prove" your case and then get them back...or maybe not. JUST NOT RIGHT!
I think anyone who will not buy from a seller who is unverified through paypal is an idiot! They are just swallowing the pill that paypal has given them. If it is that easy to pass off propoganda, let's have coffee sometime, I have got some views I would like to share. I am QUEEN of America, and if you do not verify this and worship me and send me your credit card information, you and your family will not be protected under my realm! (Just a bit of sarcasm for the like-minded or bored).

Let me tell you a sad story that has happened to me.
I sold computers on an auction site. I had a great name and great rating. All was going great I was selling 10-20 systems a week. I had set paypal to electronically deposit all funds to my bank to speed up orders. When someone wins the bid they get an auto e-mail sent telling them how to send funds, blah blah blah.
Well, I was out of town knowing that all was well. Well, when I got home I had one of the best weeks of selling systems. We sold over $6500 in computers, and I had all the money in my account I check on OCT 3. So I had ordered all the parts (COD) so I can fill all orders. Then on the night of OCT 4th I signed on paypal and found my account blocked. My heart sunk! I called the 800 # to see what happened. My first thought was someone hacked my account. Once I spoke with some @ paypal I was told that the dept. that blocked my account in not located in that state, I was told NOTHING.
Just to wait for paypal to contact me. At this point I have not notified any of my buyer, I thought this would be fixed in a day or so. Well, just like the person who posted a remark here. I was buying some diet coke and paid with my ATM card, and found there was NO money. My bank was located in the store I was in, I then went to my bank to see if there was an error in my adding when I made a deposit. I then found out that My bank account was $2700 over drawn. Paypal had reversed ALL transaction for the past 30 days, My bank then froze ALL by account.
I was penniless. No kidding. I had no access to any of my money in checking and saving. I spoke to the manager and she informed me that paypal CAN reverse any deposits up too 6 month, So my account is froze for 6 month NO KIDDING, I was pissed. Please take note.. I have shipped all orders for the past 20 days and the money that paypal took out of my account, those order have been filled, I lost the money and the computers. The buyer got their orders and paypal got the money
So I again sent a very pissed e-mail to all those paypal address below, I got NO response. BUT I still have auctions ending and all the buyers are still putting funds into my BLOCKED account, and paypal kept taking all the money. Now over $9700. I still have orders to fill but I cannot access any of my buyers who paid before OCT 4th, I cannot get any address to fill orders. I know I cannot e-mail all buyers and ask for the shipping info when I have NO proof if they even paid or even if the payment was the right amount.
Plus I did not want to scare the buyers. I have sent over 100 e-mail to paypal and still nothing, I then got an e-mail asking me for my driver Lic # SS# and proof of address, I sent an e-mail stating, " You never requested that info before you had all my money and Now you want to know who I am. I don't think so" So know I am getting pissed off e-mail from all my buyers saying "Hey where's my computer," I still keep quite about the paypal problem, The on OCT 25 I get an e-mail from paypal Stating that They JUST froze my account due to 2 complaints. I sent an e-mail stating that those complaints are due to the fact that you have blocked my account and have all their money I cannot fill any orders. And to this date I have still heard nothing. I had to close my business and have sent all buyer the truth and am helping them to get their money back. Many of them still this I scammed them

[email protected], [email protected], [email protected], [email protected], [email protected], I have never got an honest answer... So all of you now what I have done on your behalf.

Also I have learned from a lawyer that if you paid with a credit card you can dispute the transaction. I would request you all do that. I think that will make paypal do something. Also paypal does have insurance, I also request you all file a claim with them. I will assist you in anyway. I know this is a HUGE mess, please don't say "Well I was scammed and forget about it." E-mail paypal to the address's I have listed above and demand you get your money back, tell them you know the funds were never taken out and to reverse the transaction. I have informed them that there is a delay, (not telling them what), I have offered a full refund to those who will not wait, I have 2 so far who have requested refunds, I have sent them a check with my own money, but their money is being held by paypal. 2. Click on the "History" subtab. Your History Log will appear.
3. You can choose to view only certain types of transactions, or
certain transaction dates, by manipulating the date box and
pull-down menu at the top of the screen. Once you have selected
the dates and/or log that you want to view, click "Submit" to
load your selections.
If the transaction shows "Completed" it means that the money has
been transferred from your PayPal account into the recipient's
PayPal account successfully.
If it shows "Unclaimed" the funds were not sent successfully.
Please check the email address and make sure the sellers email
address matches the same address that you sent.

SO I think it would be best since paypal has damaged my good name and feedback. That all buyer get their money back if that choose, I will be e-mailing ALL buyers to see if they want a full refund, because it's their money. Or wait paypal out to see if paypal will ever release the funds. But most of them want their money back. It's their money, so it's up to them. I am very disappointed with paypal, because I was told that my account would be unrestricted if I gave proof on items shipped.
I E-mailed tracking info and all items were in fact shipped. Then now you want more info from me. Will it ever stop?

All this so paypal can collect the interest off MY MONEY. It sure seem like NON-paypal is committing a crime. I tend to drive to your northern Calif. offer and GET MY MONEY BACK... Your all crooks. Verification doesn't mean anything, it just means it's their credit card/checking account, All verified does is let PayPal take OUT of your checking account or charge your credit card. I'm a small scale seller and sale thing I don't want or need anymore for extra cash, I'm a college student and need that extra cash. I've never cheated anyone on any auction. I've been buying and selling on ebay for two years and on Yahoo for one year. I'm not going to give PayPal my permission to take out of my account, give them my SS#, driver's licence or anything like that. I think my feedback ratings are good enough! If you don't want to buy from us, don't, it's your loss. I've started requesting checks from PayPal because TWICE I have had money that was supposed to be direct deposit, WITHDRAWN from my checking account. There no way on Earth I'm going to give this company legal permission to withdrawl from my account, because there is nothing whatsoever I can do about it if they screw me over with a big hunk of money, because they'd have my permission. PayPal members DO NOT get your credit card info, there is absolutely NOTHING to worry about. People who are verified can just as easily not send your winnings as someone who is, and you'd still have no proof that they didn't send it, so there's nothing you could possibly do anyway.

Thought I would use PayPal on eBay. I got verified. That was only a couple of weeks ago. Well,I just got off the phone with my bank (yes, they provide live service even on Sunday). They are putting a block on my account to stop PayPal access. PayPal tried to deduct funds via ACH from my account without my authorization. I have done some research (that I should have done before I signed up with PayPal) and am astounded at the volume and severity of complaints that I have located just searching for an hour or two. Somebody needs to stop these kind of unscrupulous people. They have obviously positioned themselves carefully outside of most of the consumer protection laws, and are managing to tie up large amounts of other people's money, fraudulently, while they collect income on that money. They are even soliciting money for deposit in a "money market fund" in a manner that sidesteps all SEC protections. Take a look at their "requirements" now to get the much touted $5.00 signup reward. I wonder how many million dollars they are improperly holding on to, to earn them income. This is fraud of the worst kind.

Dream on, buddy! I just received notice that my PPO account has been restricted because I had accepted payment three months prior, and it turned out that the buyer (who was "Verified" had reported "suspicious activity" on his credit card account! Lemme see, I sell a product, the buyer pays through PP, I ship as promised, and they hold my entire account balance hostage because their verified buyer had a stolen credit card?
I say we drop these bozos like a hot rock! You can bet that I've used PP for the very last time. Anybody care to join me?
