Hello,
I hope I will get clear answer to my problem.
I was registered with Paypal since March 2000, a year later, I upgraded my account to business account just to make it easy and so register it under my company name, we used to accept Paypal as the #1 prefered method for auctions payment.
In June 2001, I went back home (UAE) and I logged in from there to check into my Paypal acocunt, I found that my account was restricted, I emailed paypal and they told me they Restricted the account because someone logged in into my account from different IP, will not big deal, they could of just email or call to check into that better than restricting the acocunt, any way they asked me for copy of my ID , utility bill, bank statment, credit card statment. Since I was already out of the country, I asked my brother who was in US to fax them all the papers, he did, a week later, no respond.

I emailed then and they calimed they got nothing, so I asked my bro to re fax them, he did, they got them, but they couldn't verify my bank statment because it has my old address, well I was moved recently and I didn't have the chance to change the address in Paypal.
any way a month later they locked the account in June 23rd, 2001
in July I was back to US, I called Paypal and they asked me to send any old statment which includes the same address in Paypal, I did, they didn't answer me till I called them after a week, they said it was old statment and need recent one!!

They just told me they needed either old or new but it must has the same address, when I got they said they do need new one, well I have new one but with different address because I have been moved and I didn't have access to my account to change anything.

Last time I talked to them in the phone was August 19th, 2001, I talked to someone from the appeal department and he told me, since all attemps failed, then they can no longer accept me as Paypal user, so they will realese all the money into my checking account after 3 months since the account was blocked which means in Sep. 23rd, 2001.

As of today Oct. 6th, 2001 I got nothing, so where is my money?? I still have over $5000 with them and they still keeping it?? YES OVER $5000

I called them again the last week, they said they will have someone to call me, NO ONE DID!!, I did email them again, NO ANSWER FOR 5 DAYS NOW ??

Please Help!!

Since PayPal has had your account either restricted or locked for over three months, I doubt that you will get a clear answer from PayPal. You might luck out since you have posted your problem in a public forum here at Auctionwatch. There is a PayPal representive who frequents this forum who attempts to resolve problems such as yours. It is a shame that many who have PayPal nightmares sit for months with restricted/locked accounts because of the lack of customer service.

Can you tell me, are you trying to transfer the money that is in your PayPal account into the same bank account that you had prior to your account being restricted? Has PayPal admitted to getting the copies of your ID , utility bill, bank statment, credit card statment?

Many who find yourself in the same predicament have contacted the Better Business Bureau of Santa Clara County and file a complaint. You can do it at the site below.

You gotta wonder. I don't doubt that the poster of this thread is telling a true story.

I do doubt that he understands just how bad this story looks to a fraud investigator.

have you tried asking your bank to certify a statement saying you have moved and you are the legitimate holder of this account ,you live in old address and now in new address

dude, i went thru the same thing. Reason for mine was when I setup my account, I used Rayzor Blade as my name, its my netname. Well then they got me to one time send in my info, you know, copy of driver's license, bank statement, blah blah, said it was just their usual security update, what the hell ever. So anyway, I got an email about 2 weeks later from someone saying they couldnt send me money to paypal. I go, the damn thing is restricted, I cant get, I cant send, 2K sitting there. I call paypal, its because of your name on the acct, ok, so what do I do, we need a copy of your CC bill that is on acct, I send it, guess what, they want the part with acct. number and address, well that damn part is mailed off with my CC bill and check! The Credit card company will not fax you a copy of your bill due to security reason, takes 7-14 days and a $25 charge for another copy. WTF is this I say, in 3 weeks they'll be done sent me another bill anyway. So I finally get it, fax it to paypal, they are still not satified!!! I ship a shitload of packages, I had to send them the tracking #'s and shipping info for my packages for the last 30 days. That was over 200 packages! I did this, they still took 2 weeks before sending an email, we have reviewed your acct and have put it back in active status, thanks for helping us resolve this issue in a timely manner! It was down for over 2 months, luckily my wife had one so i could get all my stuff changed over to it until they got it resolved. But I do feel your pain, and ya know what. With that damn paypal Mastercard they give ya, I take my money out now, I dont keep over $1000 in there. I take out $400 a day, I keep say $500 in there just incase I want to buy something, but other than that, take out $400 a day and if I had alot of sales, paypal some to my wife's acct and let her take her $400 a day limit out too in cash, cause they wont be holding a large amount of my money again!!

""wowwow85"" Yes I did fax all the papers they requested, AND the last one they requested was letter from the bank to include my name, account #, new address so they will release the money into my bank account, I did send it, they received it. AND KEPT IT OR EITHER IN THE TRASH!!

Have your received any calls from PayPal yet? Has the money been transfered into your bank account by PayPal like they promised you?

you said paypal claimed someone has accessed your account with a different internet provider id?
are you aware of this??
did you find out who accessed your account and what provider did he use?
there has been fraud -some of us get emails which appear like they are coming from paypal,said click on this site to get your bonus or others and when we landed on that site,it asked for our password and userid.
the whole scheme is to capture our user id and password,but it is not likely thse crooks will have the same provider .
i would think one way for paypal or any website to track is to contact the service provider and ask for this individual real name,log on phone line,registration information,etc.
i beleive the internet provider can find out which phone line is used.

I received a phone call from Paypal after I did email them my info, however they said they will call me the next day, but they didn't. It's been almost a week.

That was me who logged in to the account from new IP, because I was out of the country in business trip, and I htink this is stupid reason to restric the account or lock it for such reason, I do check my all credit cards online from out of the country, and none of them did such thing, at least they could ask for phone call from me to verify that it was me, would be fearly enough.

you could have triggered some of their security features such as access from foreign countries,i know on yahoo a shop can specify it does not want to accept any order from certain countries.
it is very hard to verify remotely if the person is the legitimate owner of the account,sometimes if they figure you are calling from your home phone and answered several questions they asked you ,then you are the person you claim you are,but you said you moved recently so your phone line would be different too.

Since emarati2002 has been on the phone with PayPal a number of times, it seem as if they have had the opportunity to ask several questions to verify she is the account holder. June is a long time to not let you have access to your funds. File a report with the BBB and your police dept. Looks to me as if PayPal is stealing your $5,000 and that can be reported to the police.

i am not sure this is a case local police can handle well.
how about if you arrange with paypal that on a certain day and time you would be with your local banker and he/she will call from the bank phone line and have a three way conversation with paypal to verify that you are the real owner of the paypal account.
this is better than the notary,our local ups drop off service offers notary service which means what????????

FINALLY!! YES I GOT MY MONEY BACK
all the thanks goes to paypaldamon, he took care of my case and someone called me from Paypal the next day I emailed him my info, and we went from there, I got another call a week later inforing me that I have full access to the account and so I did get my money back.

I am glad to hear you have gotten your money back. I sincerely hope this experience will be your last and it does not happen again. Four months is a long time to be without your money.
