I met a seller on the internet and bought the goods through Paypal. This happened on October 23, the goods have not been received through the mail and the seller is not replying to my email.
The transaction was completed.
Is there anyway I can get my money back? I wrote Paypal today through Customer Service.

under buyer protection program,you can file complaint and then seller will be notified to provide proof (online tracking number) and he/she has shipped.
if he/she cannot do so,paypal will reverse the payment back to your account.
see paypal site on how to file claim.
there is x number of days you have to wait though.

October 23 has not been that long. Even though I ship every day, some sellers only ship once or twice a week.
In my opinion it is a little early to worry about non delivery of the package.
Send an email and click on the request receipt feature on your email. See if they open it.

You have 30 days to file that complaint to PayPal. Do remember however, that PayPal does not guarantee recovery. Send an e-mail to the seller telling him he has 24 hrs to reply. If he does not, they you can file your complaint and then contact your credit card company

if paypal said seller at fault but she has no money in her account ,and the buyer files chargeback with her cc issuer,this chargeback will hit paypal .
so how would that affect buyer relationship with paypal??
