Now I am confused.
I just reviewed my bill dated 10/23.
I was charged 7.23 on 9/30 for image hosting. On 10/23 I received a refund for 7.23. So far so good. Then on 10/23 I was also charged 9.95 for image hosting. Which means I paid $9.95 for image hosting, in that period, not 0.00 as you stated.
So I think you need to explain this better.
Also I think you need to do the charge and the refund in the same charging period.
As I see it next month I'll receive a refund of 9.95 and also another charge of 9.95 which means I will have still paid you 9.95 for image hosting.
Your actions and your words need to match.

All of our plans are pre-paid plans. The only difference with Image Hosting is you get the credit at the end of your billing cycle date. It appears like the charge is behind due to the fact that it's a prepaid plan.

I too am confused. So in essence, I paid 9.95 for image hosting. Even though you will credit my account next month, there will then be a charge for the following month, etc. etc.
Will this original 9.95 be refunded if I ever close my account or does everyone pay an initial charge?
As I see it, next month should contain two refunds in the amount of 9.95 in order to cancel the 9.95 I am paying you now.

Hi Dennis,
Let me just clarify that you are getting free image hosting which is exactly what our Image Hosting pricing was meant to do--keep images free for Sales Manager users with a reasonable amount of images.
On your first bill, Image Hosting was free because we charged $7.23 and credited you $7.23. So Image Hosting was free for you in that month.
Now the $9.95 charge is a prepay for the next period, 10/24 - 11/23. We apply credits at the end of a period so we can correctly account for and apply the right credits back to you.
To make it easier for users to see this, we added more information on your statements. See the screenshot of the Online Statements page. Here, you'll see Monthly Minimum which is based on your Image Hosting plan. Below that is the credits you accumulate as a result of Sales Manager subscription fees, listing fees and final value fees. When the credit equals the minimum, you'll know that you'll pay nothing extra for that month.
In your case, it looks like you'll get another full refund.
