According to its website collectinsure.com cannot yet do business with people in Pennsylvania or California. Does anyone know any other company that can work with eBayers in these states?

Well you may want to consdier why they don't do business in those states. There are two reasons why an insurnace company won't due business in a particular state. 1)The state is so small it's not worth the trouble to register in that state. 2)The company can't or won't comply with the state's laws.
Since it's two big states, I would wonder about this company?
I think they are the same outfit that insured Auction Universes trasactions. I had a loos with them and it took about 50 Emails and the intervention of Auction universe before they would actually pay me.
