I usually list a lot of different types of items, so I don't have a lot of repeat customers nor do I have the need to start a customer mailing list. Last summer I actioned off a collection of widgets but have not listed any since then. This weekend I came across one more of this same type of widget and decided to list it.
My question is:
Is it okay for me to contact my past winners to let them know that I have one more of these widgets up for sale?

No, it's not okay to spam your former bidders. That isn't "new" - it hasn't been acceptable to spam bidders for years.

That's why it will be much more difficult to make seller/bidder contact..Will have to go through Ebay, who will HANDLE our Emails (that is, when/if they are UP AND RUNNING).

We would have to go through ebay to make initial contact prior to the end of an auction, not for every email.
Now, I don't email former buyers, but I do have bunch of email addresses and what they have bought as part of my record keeping. Unless the recepient complains to ebay they aren't going to know, but it would be wrong.
