I have a buyer that paid me with PayPal for an item. His PP e-mail address was different than his bidding address. I ran his PP address though eBay and found an account that was NARU. There were no negs on the NARU account and the account was opened in 1999. His new account (the one he used to bid on my item) was opened in the Spring of this year which happens to be about the same time his other account was last used.
Is there any way to find out (without asking him) why the first account is NARU?

just because someone has an NARU account it don't mean the account was suspended, as hard as it is to believe some people choose to write ebay and unregister for many reasons. http://www.Dman-N-Company.com

Also keep in mind that if someone is NARU they may not have any negs. Some people file for non paying bidder refunds and then don't leave neg. Sometimes you can't if the bidder has had non paying bidder forms filed and yours happends to be the one that NARU's the bidder.
