I've tried that link, but it doesn't work. What I get to is this:

What does the description have to do with the problem? I've used that form before and ebay didn't read it and send a form email repeating the above description.
Ebay is disabling [email protected] as of May 15. They don't have their help basics fixed.
I was hoping someone knew of a place to report it that really worked, but I guess their screw up form is the only one available? go figure lol

It really is the right page.
In box 1, select Member problems
In box 2, select Contact information...
In box 3, select either False or missing / invalid e-mail (which ever is appropriate).
Click the "Continue" button.
Scroll to the bottom of the next page and click the "Contact Support" button.
Enter the >other< member's ID and give your reasons.
Yes, they will get back to you with some form of message (you may have to reply to it with additional information if what they say doesn't satisfy your request).
