I've been a eBay user since 1998. (Wow eBay really improved since then). I've bought hundreds of used/collectible items and have sold a few. I've had very few problems until now.
All of a sudden, I've had a rash of broken merch arrive at my door. In every case, it was quite obvious that either the merch was damaged before being placed in the mail (old repair) or damaged during the packing process itself.
I always email re condition. I'm not interested in broken stuff or repaird stuff.
One seller refunded, but gave me a follow up "neg." One seller refused to refund and said go to the post office and utilize the insurance I'd bought. One seller simply ignored my emails (but again, I'm insured).
I'm not about to go to post office for a refund when it is obvious seller is the culprit. Apparently, at least one seller out there views the post office as a dupe, which of course, is criminal.

If you would utilize your insurance, take the package and merchandise to the post office for inspection and if they won't pay then your seller is up for mail fraud. But, you can not start the insurance process because you don't have the green slip your seller does and they have to start it. So with answers like that from your seller they are wrong.

You can start the process without the green slip, BUT, you have to send the paper work to the seller if he won't send you the slip. If the [piece shows obvious repair, the PO won't pay a claim & the seller can be charged with mail fraud. As far as I am concerned, they deserve it. They are the 1% that make it Hades for the rest of us.
