Can someone explain to me about PayPal and their unconfirmed addresses. If there is an unconfirmed address why does PayPal accept the customer. If we can't ship to that address then who do we ship it to? We as sellers need to be protected also. If the address that the person is giving is unconfirmed then they shouldn't be a member of PayPal.

Libra63 - Are you already aware that you can set your preferences on the PP site to not accept payments from 'unconfirmed' addresses? You can set that you accept, don't accept or they are to ask you first. Meaning you have to click on an 'accept' or 'deny' button if you wish.
If you're speaking only about why PP doesn't comfirm all address, they can't. To confirm an address it has to be the one the buyers credit card is billed/mailed to. For buyers who have [say] a work address as their 'ship to' address, then his can't be confirmed.
I understand your frustration. Just like those who don't offer PP and the buyer can send the payment to an account that's never been opened by that seller.

List in your TOS (as I do) that you only
ship to a confirmed address for online
payment (PayPal, c2it, BidPay, etc.)
If someone wants an item sent to an address
that can't be confirmed then they can pay
via another method! Good luck!
