A while back, ebay buyer "jiggagirli" paid for an auction with a stolen credit card through Paypal. Five weeks later, the payment was reversed by Paypal. I reported "jiggagirli" to ebay's Safeharbor and they said they'd look in to it. I checked back today (2 months later) and she's still not booted off! What the heck is Safeharbor good for?
