Looks like eBay is telling us specifically when they want us to leave feedback. Interesting... I always thought feedback was to be left when the transaction was complete.
From the new auction pages:
1. Leave feedback for (buyer) if you have already received payment for this item. (I'm the seller)
2. Leave feedback for (seller) if you have already received this item. (Here I'm the buyer)
Me? Paying attention to it? Nahhh, I'll go on leaving feedback as I always have, which kinda depends on the buyer.
I generally leave it when they've paid, unless I get a funny feeling about the buyer. Then I wait to hear from them that they've gotten their package and are satisfied or they leave feedback for me. If I never hear, I don't leave any at all.

I wouldn't call it ebay telling the users to leave feedback. Merely pointing out the option of leaving feedback. That will probably cause a lot of users to ignore those links more than ever.
