Legit? Of course! Tis merely a result of PayPal transferring their headquarters to the Brooklyn Bridge, in Narnia, behind a wardrobe, next to the Misty Mountains...

I keep getting the ones that say "Your PayPal account is about to expire". Funny thing is the email that I am getting them at is not on my PayPal account.

A point to remember: Neither PayPal nor eBay will EVER request any information by email. You must go to their website to do any type of updating.

Sure, it is legit. Be sure to leave them your address, and leave your keys in the ignition of your car so they can go to the post office for you to mail your packages...They want to do that for you too.
As others have said, paypal and ebay do NOT communicate through you via email. They suspend your account first, and ask questions later.
