Is it just me? I use click and ship with the electronic delivery confirmation. I have noticed that a good percentage of the time the items NEVER get scanned into the system! Long after items (hopefully) have been delivered when I use the USPS tracking site I still will get the message:
The U.S. Postal Service was electronically notified by the shipper or shipping partner on March 30, 2004 to expect your package for mailing. Information, if available, is updated every evening. Please check again later.
Does anyone have a solution for this? It seems just a matter of time before I am going to get paypal scrod (past tense of screwed) if I cant get the Post Office to actually scan stuff.

I have run into that a few times also.
I use the USPS Shipping Assistant, and pay at the PO; and stand there and watch the clerk scan all of the DC labels - but every once in a while I do get that message when tracking.
To CMA, I take the receipt (the top part that prints out when print label) to the PO with me, and have them postmarked. It's not a lot of extra work for me because I staple the receipt to a print out of the PP payment, or the envelope, etc. from a mailed payment to keep everything together anyway. Getting the receipt postmarked is just for my peace of mind if something should happen...

You have to take it to the PO to get it scanned, otherwise the system doesn't know it was ever shipped. Inputting the label doesn't do it.

Our P.O. explained that they were instructed to not scan at the origination point, and only at the receiving P.O. That makes sense for them, but doesn't do us any good, now does it?

That's because Delivery Confirmation (both RETAIL and ELECTRONIC) is NOT TRACKING...
The PO says CLEARLY states that DC is NOT TRACKING...
Q. Does Delivery Confirmation provide for tracking and tracing?
A. No, Delivery Confirmation service confirms delivery date and time. While en route scans may be provided when available, they are not a feature of Delivery Confirmation service.
Whenever I ship something VALUABLE & I need true tracking, I ship it REGISTERED MAIL
