I am not familiar with Paypal so I can't be of any help to my daughter. She bid and won two items. Went to pay with paypal, and received statement that seller is unable to receive money. What's up with that?

It appears to me that the seller is no using P/P. If he /she are not signed up, then you can't make a payment.

paypal sent notice that she could pay with them. He advertises Paypal in the auctions.

Where were the funds coming from?
Was you daughter using a CC?
Personal PP Acct's can not take CC's.
There could be other reasons but this one is a first thought!

what are his terms??some sellers dont want any paypal credit card payments.
is your daughter using her credit card??

It could also be that you aren't confirmed. If memory services me correctly, a seller can set their account to automatically reject unconfirmed payments, but must manually reject CC payments if they have a personal account.

If the attempt to send payment is stopped at the gate then the probability is high that the account has been locked.

Paypal don't refuse the payment if a seller has a personal account, and a CC payment is made, they just send the invoice to the seller and ask them to update to a business account in order to accept it.

Does your daughter have a confirmed address?
I have my paypal account set-up to refuse payments from unconfirmed addresses and from addresses outside the U.S.

She has a confirmed address. She was able to pay using her checking acct, but ended up paying for each item individually, and was not able to take advantage of combined shipping cost, which seller had offered.
My opinion of Paypal has not changed.

In a case such as that she should have paid using the :
Quasi Cash method.
Then she could have combined them,and added in the message box the item #'s.
