US customs has a site .
Paypal has a list of countries they dont do business with,so if you have a winning bidder from that country,he wont be able to use paypal to send you money.
not sure about bidpay or auctionpayment.com if they have a list.
U-pic ,the private insurer,also has a list.
It is not a bad idea to remind your foreign bidder to check with his own customs office,e.g.Italian customs duty for antiques is 20% of the face value declared .

I use USPS. Go to the international rate calculator, then pick you country and put in the weight. The next page at the botton will give you links to prohibited and restricted items for that country.
