5/28, a winning bidder (WB) won a porcelain doll. We overwrapped,double-boxed and insured it. 6/4, WB reported it arrived broken. WB was instructed to return-mail it with all packing materials, original boxes, etc, for REFUND review/approval. Upon our examination, we determined it had been damaged AFTER it was unboxed/unpacked. Evidence: no porcelain dust in inner box & neither box was punctured. REFUND Refused. Facts submitted to PAYPAL who ruled in our favor. WB asked us to return broken doll and pre-paid shipping costs. Item returned to WB 6/11. 6/28, I receive an e-mail from same WB telling me doll received on 6/25 was broken and WB wanted insurance refund. She referenced 6/4 WB auction #. Moments later, I received e-mail telling me to ignore her wrongly-addressed 6/28 e-mail. CONCLUSION: WB attempting to switch doll broken 6/4 for doll won at new auction 6/20. WHO DO I REPORT this thieving WB to?

I think I understand. She bid on another auction for the same doll from another seller after her round with you? She was planning to email the second seller and emailed you by mistake, to lie and say the second doll was broken and was going to switch your broken doll with one from another seller and try to get a refund?
You could check her bidding history in Ebay's search feature for items she has won. If she indeed won another of the same doll, you could use Ebay's "Ask Seller a Question" to email the other seller with info on the situation. Hopefully, you saved the buyer's emails and yours and could forward them.
If I've understood it correctly, yes you should do something about it.
