I am going to sell some posters, but the tubes at the P.O. & UPS stores are too expensive. And many aren't long enough. Plus I didn't see any at my local Target store.
Preferably tubes with plastic end caps, but open to any ideas.

You might want to check out uline.com. That's where I get mine, and they are super strong tubes. They have plastic end caps, come in various lengths, and are thick & practically indestructible. Price wise, they're pretty good, but depending on where you'll have them shipped to, it's a good idea to use uline's shipping estimator on their ordering page, if they still have it. The shipping cost wasn't the cheapest (I'm in NY), but Uline has various warehouses and will ship from the closest to minimize your shipping costs. Well worth the money, in my opinion, and no worries about damaged posters arriving that you'll have to reimburse or get negged for.

You can also try yazoo mills.
I also knew a person that used PVC pipes for tubes - nearly indestructible.

USPS priority tubes are free and they should be long enough for most posters, but no plastic caps.

I needed a tube last week and happened to find an old one I had put away. I was seriously thinking about PVC pipe with end caps, or going to a carpet store and salvaging one of the tubes carpet is rolled on and cut to fit.

Yes, the priority mail tubes are free, but they can be bent easily. You have to take into account the value of the poster inside when shipping. PVC tubes can not be destroyed easily, but they are a little more expensive and a little more work.
