I just tried again to claim FVF's on 2 auctions that were filed over 2 weeks ago.
I was able to complete it - After going to the ""Dispute Console" they both showed "eligible for credit". (Different from the other day). Then hesitantly I went to close dispute. Lo and behold there is a button there that says something about not wanting to wait any longer. I hit it and bingo - approved!!!
Now it is going to be a challenge getting used to their new terms.

I am giggling laughing thrilled overjoyed and amazed.....!!!!!!! yeah it does work it worked something worked !!!!! I colsed mine just now as well. Thanks so much for the small joys.
