Roosevelt was elected to 4 terms but died in the 4th.
He was the first ( and the last to serve more than 2 terms) - it was a tradition but not a law.
"Just months into his fourth term, Roosevelt died and, with him, the idea of unlimited terms for presidents. An amendment, promoted heavily by the Republican party and by others nervous at the idea of a permanent presidency, was passed in 1947. It was ratified by the states four years later. The amendment limits a president to two four-year terms."

The amendment was adopted during the Truman administration, and exempted him. Harry Truman was the last president allowed to run for more than two terms.

You must mean Roosevelt. Truman was only elected once and could have run again in 1953 but declined. He served the remainder of FDR's term after his death. Roosevelt was the only one to run more than twice.

At the time Roosevelt was elected to the 4th term, there were no limit on terms. It was sort of a gentlemans agreement, because George Washington only ran for 2 terms. Because of WWII, it was agreed to have FDR run for 4 terms. Of course he only lived about a year after his inaugaration. "Ike" was the 1st president I could vote for. This was my 13th Presidential election.

Roosevelt died less than 3 months into his 4th term, not a year. Roosevelt was involved in having the innauguration changed too, before him it was always in March. With the mess of the Great Depression, it was a long time to wait from election day for someone to take office. Of course, when this was set, people were traveling by horse and carriage, and it could take a long time to actually reach anyplace.
