i just sold a heavy wall phone to a guy in spain ,the only problem is ,i stated U.S. ONLY no overseas shipping,
how long would you wait before sending a second chance offer to the next highest bidder ,
the winner has only 5 feedbacks.

Merrie: You'd then have explaining to do to the winning bidder, wouldn't you? And what's to stop him from leaving a neg? Just wondering.

thanks for all your input ,i am giving 12 hrs,i will send out 2nd chance in the morn ,
at worst i will eat the fees ,
we know ebay could care less.

i am not doing the opposite,i just choose to give him a little time ,and guess what ,he writes and says try shipping ups to me ,again i write, USA only
again he writes ,ship ups to me,the last email i sent him was short and to the point ,i have sent my second chance offer.
the reason to give him more time is that i do not want my 100 % FB screwed up , or at least not screwed up today.

Too bad for you. I would have sold it to the guy. International sales in many cases are easier to deal with than many of the bottom feeder USA bidders that ebay has.
You may be able to avoid this issue in the future, so long as you have your 'ship-to' settings setup properly for your items.
In your eBay account you can block people from bidding on your items if they are not located in one of your 'ship-to' area's. Ive done this personally for all of my items, and you can always edit the listing if you want to make an exception and allow someone to bid anyway.
You will see the following option to enable/disable:
Best of luck with this situation. If you decide to sell it to the second highest bidder, they *should* take the place of the original bidder in terms of feedback ratings. (if the transaction was void and you sold to another bidder.)
